Kentucky governor has called a state of emergency and deployed the National Guard to enforce a curfew after 2 police officers were shot amid particularly bad uprisings.
Fearing that the President would declare insurrection the governor ordered the National Guard in before regular army units were ordered in by the President.
Question, would the senior army command have followed any order to move into the city?
Answer, yes. Providing it’s on their 'City list' which is a list of cities the US military thinks it should become involved in.
I know of this list, but have not had sight of it, but know some of the cities on it.
